i think it would be nice to fight a worldwar for all Islands.
All Islands (maps) will take to one overview Worldmap.
Than everybody can subsribe for this big match.
After that the cpu will divide the players into 4 teams or so.
I think the max. limit for players in one team should be reduced to a nice limit(do not know yet ).

Than the islands will devided between the 4 teams by the CPU.
Each Island now gets a flag with his Ownercolor.

Now one team begins to attack, player for player.
they choose an island for the attack and then they fighth.
The defender of the island can be rated or select by the cpu out of the Ownerteam.

If the attacker win the Island switch his team, otherwise it will remain by the defenders.
And so on.

The end:

one possibility is that if one team lost all of his islands the game will end and the team
with most flags will win the tournament.

another possibility is last Team standing.

You might find something that might interest you in the clan wars. A lot of the features you described are included in these.
